Subject Matter Expert (SME)
Dennis Kelly is a Chartered Life Underwriter (CLU), businessman and pioneer in the development of health care finance strategies and health insurance programs. He is familiar with business and marketing strategies on a national and international level, with particular attention to health care and health insurance issues.
Dennis is a Subject Matter Expert (SME) for both Gammon and Grange, P.C. and Gammon & Grange Consulting.
In addition to taking an extensive role in health care, health insurance, and insurance industry assignments, he has had far-reaching and practical involvement in general business operations, underwriting, insurance and financial structures. Dennis has regularly assumed roles as an interim C-suite executive for the purpose of advancing or executing various business and shareholder objectives. (Some these can be surveyed on his LinkedIn account.)
As an advisor to Members of Congress and Washington think tanks, he helped establish the rationale and supporting statistical data demonstrating the advantage of Medical Savings Accounts, Health Savings Accounts, Health Reimbursement Arrangements, Association Health Plans, High Deductible Health Plans, Integrated Health Plans, and Flexible (medical) Spending Accounts. Dennis played an advisory role with individuals including Steve Forbes and Rick Santorum in the 1996 Kennedy/Kassebaum (HIPAA) legislation.
Dennis is a founder and Chief of Technology for Incenta, LLC. and True Choice Associates, LLC. Incenta consults with medium to large employers seeking to reduce the cost of benefit plans while obtaining higher quality healthcare for their employees. Incenta does so by leveraging innovative underwriting principles, proprietary software, and extensive insurance industry actuarial data to map the path for reduced costs and increased benefits.
By focusing on helping people transform the relationships that affect health care financing decisions, Dennis employs the power of incentives with financial protection through a proprietary ONTRACK™ process. This process transforms health plan choices by giving participants ownership to access their own health care providers – without “gatekeepers” and sponsors.
These relationship strategies motivate consumers to personally minimize the cost, access, and complexities of health care financing adding stability to all parts of the system.

After being awarded a bachelor’s degree in mechanical engineering from Worcester Polytechnic Institute, I began my career as a nuclear mechanical engineer. When my son was born deaf, I determined to spend more time with my wife and son, so my career shifted to financial services.
My wife Caroline and I currently reside in Rockville, MD. We have two grown children, Erin and Sean and seven grandchildren.
